It's hard to decipher the exact purpose of each expansion, but there are many possibilities. The “Agent Trevor” DLC could have allowed players to embody Trevor as an agent. Meanwhile, the “Relationship Pack” might have introduced elements of dating or even marriage into the game. It's also possible that Rockstar was considering returning to Liberty City from GTA IV. The Prologue could have been a setup for the main game events, while the “Manhunt Pack” might have been a nod to Rockstar Games’ 2003 stealth-action game.

Why Rockstar Didn't Release The Planned DLC
